I'm Heather Pauley, your Kitsap Public Utility District Commissioner.
I have been honored to represent you these past six years. As commissioner, I have prioritized managing our precious resources, ensuring clean and safe drinking water, and promoting internet access for all. I hope to earn your support once more to continue addressing these challenges.
The pandemic proved how vital internet access is. In 2020, KPUD mobilized wireless hotspots across the county, ensuring students could learn remotely. In 2021, we partnered with tribes, ports, and state legislators to pass the Public Broadband Act, paving the way for internet access for all. As a member-representative for NoaNet, I advocate for public broadband access throughout the state, especially in rural communities.
In the coming years, KPUD will need to continue stream gauge monitoring efforts and maintain the health of our aquifers. As your commissioner, I will continue to support the build out of broadband throughout the county and competitively position ourselves to receive federal funding. Every household needs broadband access to thrive in the 21st century.
My Experience
Committees
Washington PUD Association's Water Committee, Telecom Committee, and Government Relations Committee. I spend a lot of time in Olympia, and once a year in DC, advocating for Kitsap County and the needs of our residents.
Volunteering
Current: University of Washington Foster HMBA Student Council and NoaNet Board Member Representative. (NoaNet is a non-profit, public broadband organization owned by public utilities. Our mission is to enhance broadband access across Washington and the Pacific Northwest.)
Previous: Washington PUD Association Government Relations Committee Chair, Minority Voters League of Washington Board Member, and Drive Electric Washington Advisory Committee Member. Coordinated past fundraisers for Bremerton Backpack Brigade and Stand Up for Kids.
Work
My career has included positions in mental health, education, customer experience, and management. Prior to serving on the KPUD, I was an educator for the Bremerton and Central Kitsap School Districts.
